Index | Interreg Data Exchange
Index is an Interreg Data Exchange platform. It enables programmes using HIT to exchange data earlier in the process than is otherwise possible – as it focuses on application stage data.
By sharing data this way, programmes are able to see how other programmes are tackling shared challenges. They can spot potentials for synergies and cooperation, and facilitate joint actions for events and partner searches within their shared territory.
There are currently four pilots of Index, one in the Baltic Sea Region, one in the Mediterranean, another in the IPA (West Balkans) area, and one bringing transnational Interreg programmes together.

Due to the resources required to set up a pilot, Interact is only considering a limited number of pilots at the moment.
Any programme interested in discussing an Index pilot is encouraged to get in touch with Interact, particularly through your Regional Network contact, to assess whether there is sufficient interest from other programmes that share the geography. Please note, it is only possible to create a pilot where there are shared geographies and a shared interest in building this cooperation, which may include changing programme management processes to create harmonised information.
Index only works where this willingness to exchange exists, and where HIT templates are followed.
What we are working on
The initial pilot of Index launched in the Baltic Sea in 2022. Since then, Index has grown to cover new cooperation groups and new use cases, including how Index can support joint assessments across several programmes, as well as explore how AI can be used to practically support programme work with data. Current AI features include AI-generated project summaries, a chatbot for querying project data, and automated scoring of how well projects align with EU macro-regional strategies.
Interact is supporting participating regions in exploring how to use this data.
Interact is also collecting use cases to demonstrate the effectiveness of providing this tool – to enable real time cooperation and exchange between programmes, particularly in the application and selection stages.
